省人民政府同意省劳动人事厅、省计委拟定的《湖南省一九八五年全民所有制单位工资总额计划》,现转发给你们,望遵照执行。各级政府和部门要切实加强职工工资管理,严格控制消费基金的增长。任何部门和单位均不得擅自建立各种津贴、补贴制度和提高津贴、补贴标准,不得动用奖励基金以外的资金滥发奖金、津贴和实物,不得突击提职提级和随意增加工资。凡是违反国家规定增加的工资,一律不予承认;已经实行了的,要立即采取措施,停止实行;情节严重的要追究有关领导和当亭人的责任。各级劳动人事、计划、财政、银行、统计、审计等职能部门要密切配合,加强监督检查,保证工资总额计划的实现。
Provincial People’s Government agrees with the Provincial Labor and Personnel Office and the Provincial Planning Commission’s Proposal on Wage Plan for the People-owned Units in 1985 in Hunan Province, which are hereby forwarded to you for implementation. Governments and departments at all levels should conscientiously strengthen the management of employees’ wages and strictly control the growth of consumer funds. No departments or units are allowed to set up various kinds of allowances and subsidies and allowances and subsidies.
