Over the years, there are numerous articles on regulator selection and parameter tuning. Such as the closed-loop response of a quarter attenuation method, the error area integral method and system synthesis method and so on. But so far, no one method can be widely accepted by the majority of users. For a large number of applications, rules of thumb are still used to set the regulator. It seems that this status quo can only be explained by the best tuning method that has not been found yet. On the other hand, there are few articles on system regulator selection and parameter tuning without self-balancing. At the production site, for the regulator without self-balancing object setting, people still follow the self-balancing object setting method. Many instrument workers have such a prejudice: regardless of being
