其实存在着两个北京,一个是城市,一个是首都,二者交织同构,但又并不相同。前者是有着800年历史的原北京,原住民讲京片子住四合院吃北京传统食品;后者则是中央机构和五方杂处移民的载体,各方人等(包括北京人)共同创造了这方水土的新文化。每个城市都有自己的性格。上海精、广州实、深圳新、重庆悍,北京则是最说不清,因为它每天都在变。如果过去北京是正统而呆板的,那么现在却是又博大又多元又新锐又迟滞,是分不清颜色的驳杂。通常说来北京在人们心目中是慢半拍的,因为那样稳妥。当广东、上海开始“吃透文件,用活政策”时,北京还在讨论之中,因此很多的做法和经验来源于大胆地试、大胆地闯的东南沿海地区,那些地区务实精神突出,因此比北京更开放更活跃更有效率。
In fact, there are two Beijing, one is the city, one is the capital, the two intertwined, but not the same. The former is a 800-year-old former Beijing native. Therefore, many of the practices and experiences stem from the daring trials and bold pioneering of the southeastern coastal areas, and their pragmatic spirit is outstanding. Therefore, Beijing is more open, more active and more efficient.
