当前,基层基础工作仍是人民法院工作的一个薄弱环节,已经影响到充分发挥审判职能作用的全局。因此,今后一个时期,要把重点放在加强人民法庭工作上,充分发挥其职能作用。 当前制约人民法庭发挥职能的因素有:单纯的业务观点,干部量少质弱;责权不相适应;物资条件落后;等等。 今后法庭工作的奋斗目标,是要把人民法庭建设成为严肃执法、充满活力、优质高效的“小法院”,更好地为“一个中心、两个基本点”服务,为治理整顿和深化改革服务。为此,必须解决好以下几个问题: At present, basic work at the grass-roots level remains a weak link in the work of the people’s court and it has already affected the overall situation in giving full play to the role of judicial functions. Therefore, in the coming period, we should focus on strengthening the work of the people’s court and give full play to its functional role.
