2013年国务院对铁道部进行改革,将铁道部拟订铁路发展规划和政策的行政职责划入交通运输部。交通运输部统筹规划铁路、公路、水路、民航发展,加快推进综合交通运输体系建设。组建国家铁路局,由交通运输部管理,组建中国铁路总公司,承担铁道部的企业职责。同时,不再保留铁道部。这次的改革是中国历史上的一次巨大变化,这是我国经济体制市场化的一次重大突破,是我国建设新型服务政府的一大步。然而,这次的改革我们更应该站在一个普通消费者的角度来审视一
In 2013, the State Council carried out reforms on the Ministry of Railways and classified the administrative responsibilities of the Ministry of Railways in formulating railway development plans and policies as the Ministry of Transport. The Ministry of Transport plans the overall development of railways, highways, waterways and civil aviation and accelerates the construction of an integrated transportation system. The formation of the National Railway Administration, managed by the Ministry of Transport, the formation of China Railway Corporation, assume the responsibility of the Ministry of Railways. At the same time, the Ministry of Railways will no longer be retained. This reform is a tremendous change in the history of China. This is a major breakthrough in the marketization of China’s economic structure and a big step toward building a new service-oriented government in our country. However, we should look at this reform more from the perspective of an ordinary consumer
