在工业开发区、高新科技园、生产性服务业功能区等工业房地产工程项目竣工验收通过后,施工单位会根据施工合同在一定期限内将其编制的竣工结算书和相应竣工资料交建设单位审计部门审核。当前工业房地产建设单位(暂称为工业房地产公司或工业地产开发商)审计部门在工程结算审价方面一般本着“人员精干、管理规范”的原则,对于合同工程造价在一定金额之上的结算审价项目,一般会在审核施工单位送审结算资料合格、评估送审结算误差风险可控的基础上,委托社会专业力量即工程造价咨询单位进行工程量计算、重新套价计算造价、复核施工单位送审结算并纠正其错误和问题的详细结算审价工作,以“公正、公平、合理”的原则确保项目管理目标的实现。笔者根据多年在工业房地产公司的实践,就如何做好工业房地产公司的建设项目的工程结算审价谈一点体会。
