1998年至今,中国住房模式正在经历又一次历史性重构。一方面,住房模式是国家能力和社会建设的体现,受经济与社会发展阶段制约;另一方面,住房模式选择的结果对经济与社会发展又具有反馈影响。确立住房模式的基本概念,对国家建设的发展具有重要的战略意义。通过对国际上与我国有比较意义的三种代表性住房模式——新加坡模式、香港模式、德国模式的考察,可以明确我国未来住房模式的关键仍是:淡化住房产业对经济的拉动作用,尤其是减少城市发展中对土地财政的依赖程度,毫不犹豫地以住房民生为政策目标,大力解决城市化中的住房供需矛盾。
Since 1998, China’s housing model is going through another historic restructuring. On the one hand, the housing model is an embodiment of national capabilities and social construction, which is restricted by the stage of economic and social development. On the other hand, the result of housing mode selection also has feedback effects on economic and social development. The establishment of the basic concept of the housing model has an important strategic significance for the development of the country. Through examining the three representative housing models internationally meaningful in our country - Singapore, Hong Kong and Germany, the key to clarifying our country’s future housing model is to downplay the housing sector’s stimulating effect on the economy, in particular It is to reduce the degree of reliance on land finance in urban development and hesitate to take housing and livelihood as policy objectives and vigorously solve the contradiction between supply and demand of housing in urbanization.
