文章考察了清代南疆地区各城办事大臣任职资格、职权特点。认为南疆的办事大臣基本是由三品以上的官员出任,在品级、资历上与喀什噶尔参赞大臣没有高低之分,和其他地区的办事大臣可互相调任,在权力行使上有很强的独立性。这种状况不仅是由当时的交通、通讯及军队的后勤补给、驻防兵力不足等条件限制造成的,也是清朝分区有效管辖思想的体现,至晚期,这种分区驻防、各自为政的状况才为行省制所取代。
The article examines the qualifications, functions and powers of ministers in cities in the southern region of Qing Dynasty.
