2013年12月27日,国务院办公厅下发《关于进一步加强资本市场中小投资者合法权益保护工作的意见》(文件内容共九条,被市场简称为“国九条”)。“国九条”以国务院办公厅的名义下发,不仅表示决策层对股票市场投资者利益保护问题的重视,更重要的是,投资者利益的保护关系到股票发行注册制改革的成败,因而,“国九条”可以说是推进股票发行注册制改革的重要配套措施。
