Under the background that the current performance appraisal system fails to exert due motivation, exploring the introduction of strategic performance management should become an important system to select performance appraisal as the management of public institutions in our country.Performance appraisal system has long existed in public institutions. In 1995, the former Ministry of Personnel issued the Provisional Regulations on the Examination of Staff in Institutions, which comprehensively stipulated the examination of staff within the institutions. As the reform of institutions continues to deepen, the importance of performance appraisal continues to grow: On the one hand, the performance appraisal system of public institutions has risen to the legal level. The “Regulations on Personnel Management in Public Institutions” stipulate the performance of public institutions
