《党政领导干部选拔任用工作条例》强调,选拔任用干部要坚持任人唯贤、德才兼备的原则,在考察干部时,要全面考察其德、能、勤、绩、廉。这就提出了在新形势下,如何考察和识别干部的问题。因此,我们在考察干部时,要运用唯物辩证法的观点,全面、客观、公正地评价和识别干部,克服看人识人的主观性、片面性和狭隘性。对此,笔者作如下几点辩证思考。 既要看学历与资历。 又要看水平与能力
