以大部门体制为导向的地方政府机构改革,实质是围绕政府职能转变对政府权力规模与结构的重构,是政府规模适度化与政府结构合理化的逻辑选择。从政府职能、规模、结构的三维互动关系出发,作者认为,“大部门体制”改革的目的就是要实现政府职能的“到位”、政府规模的精简、政府结构的合理,从而实现政府绩效的最大化。因此,必须以决定政府规模与结构组合的内在因素,即政府部门间的关系、政府职能的结构、政府权责的匹配作为“大部门体制”改革的抓手。
In essence, the reform of local government agencies that are guided by a large part of the system is based on the restructuring of government power over the transformation of government functions. This is the logical choice of the government’s moderation and the rationalization of government structure. Starting from the three-dimensional interactive relationship of government functions, scale and structure, the author thinks that the purpose of the reform of the “most-departmental system” is to achieve “place ” of government functions, streamlining the government scale, and rationalizing the government structure so as to achieve Maximize government performance.
