2004年7月,以甘肃省内四个机场移交地方政府管理为标志,民航体制改革各项任务顺利完成。其中,就空中交通管理体制改革而言,已初步形成民航总局空中交通管理局——7个地区管理局空中交通管理局——32个空中交通管理中心(站)(现已增加至37个)为一体的民航空中交通管理体系。这一变化对整个民航——尤其是空管事业的未来发展产生了重大影响。民航郑州空中交通管理中心(以下简称“郑州空管中心”),成立于2001年12月28日,是民航空管系统改革较早的单位。5年来,其根据自己所辖的空域特点,在安全保障、队伍建设、规范管理,制度创新、企业文化建设等方面,进行了富有特色和创造性的探索与实践。2006年9月,本刊记者采访了郑州空管中心主任刘建彬和党委书记吴新安。
