As of the end of 2001, in the short span of four years, China has issued a total of 5.1 trillion yuan of treasury bonds to stimulate its economic development in order to implement a proactive fiscal policy. China has issued 6 additional treasury bonds, mainly for infrastructure construction. While issuing additional national debts, the state also adopted a series of complementary measures in respect of tax revenue and income distribution policies so that the investment in treasury bonds will be effective against bank loans
