内河航运业是“九五”交通发展的重点。“陆运”需占用大量耕地。水运有运量大、成本低、耗能少的优点。因而,国家提倡发展内河航运业。为发展韩江水运,汕头航务管理处组织调查组,对32艘从事韩江航运的载重量50~135t船舶进行了近10天的调查。认为:目前韩江航运业,困难重重。如不从政策上给予扶持,将有因亏本而停航之虞。
