改革开放十多年来,钢铁工业取得了前所未有的发展。这一时期,国家和地方政府为钢铁工业的发展提供了一系列优惠政策,创造了比较宽松的环境。特别是“七五”期间计划管理体制方面的一系列重大改革,对钢铁工业的发展起到了积极的促进作用。钢铁工业在编制“七五”计划时,许多改革措施还在酝酿或者是在试点中,因此“七五”计划基本是按传统方法编制的。但是,在“七五”计划的实施过程中,一些改革措施相继出台,许多政策也发生了根本性的转变,反映到钢铁工业计划体制的改革上有如下四个特点: 1.行业投入产出包干和企业承包经营责任制的实施,增强了企业的活力。
Over the past decade of reform and opening up, the steel industry has achieved unprecedented development. During this period, the national and local governments provided a series of preferential policies for the development of the steel industry and created a relatively relaxed environment. In particular, a series of major reforms in the planning and management system during the 7th Five-Year Plan period have played a positive role in promoting the development of the iron and steel industry. When the steel industry drafted the “Seventh Five-Year Plan”, many reform measures were still brewing or were in trials. Therefore, the “Seventh Five-Year Plan” was basically compiled according to the traditional methods. However, during the implementation of the “Seventh Five-Year Plan”, some reform measures were successively introduced and many policies have undergone a fundamental change, reflecting the following four characteristics in the reform of the iron and steel industry planning system: 1. Industry input and output The implementation of the contract responsibility system and the contract responsibility system of enterprises have enhanced the vitality of the company.
