农民工在城镇稳定就业是推进“以人为本”为核心的新型城镇化的首要任务。而长期以来,我国农村转移劳动力在城市就业普遍存在缺乏安全性、保障性和稳定性的问题。影响农民工在城市稳定就业的因素很多,既有宏观经济变化因素,也有农民工自身因素和用工单位因素,但关键还在于政府的改革落后于发展,以及政府对就业的基本公共服务不到位。因此,应在社会系统整体原理指导下,运用综合和配套改革思路解决农民工稳定就业问题及其市民化问题。
The stable employment of migrant workers in cities and towns is the primary task of promoting new urbanization with “people-oriented” as the core. For a long time, there is a lack of security, guarantee and stability in the employment of urban migrant workers in our country. There are many factors that affect the stable employment of migrant workers in urban areas. They include not only macro-economic factors but also migrant workers' own factors and labor-unit factors. However, the key lies in that the reform of the government is lagging behind the development and that the government's basic public services for employment are not in place. Therefore, under the guidance of the overall principle of the social system, we should apply the comprehensive and complementary reform ideas to solve the problem of migrant workers' stable employment and their citizenization.
