2006年12月,祝华从山东省商河县县长调任胶州市市委书记兼人武部党委第一书记,工作环境变了,工作角色也变了,但唯一没有改变的是他那股爱军尚武的痴情劲。任职两年多来,在抓好经济社会发展的基础上,他倾心尽力抓好国防建设,使经济社会发展与国防建设协调发展,胶州市连续5届荣获山东省“双拥模范城”荣誉称号。
