本文基于行动者导向视角,在研究外来发展干预时,把目光聚焦在基层的社会行动者身上。通过运用过程——事件分析方法对社区发展项目的两个案例进行剖析,研究村庄如何对外来干预进行互动反应以及如何处理外来社会行动者对村庄的干扰。结果认为:“前线官僚”对干预项目以及政策的实施具有很大的影响;同时,村庄内部对外来干预的反应具有极大的差异性。最后案例显示,村庄具有抗外来干扰的能力,往往能够保持村庄自治的原生秩序。
This article focuses on the grassroots social actors in the study of alien development interventions based on the perspective of actor orientation. By analyzing the two cases of community development projects using a process-event approach, we will study how the village interacts with external interventions and how to deal with the interference of external social actors in the villages. The results show that: “bureaucrats at the front” have great influence on the implementation of intervention projects and policies; at the same time, the internal responses to external interference in villages are greatly different. The last case shows that villages have the ability to resist external interference and are often able to maintain the native order of village autonomy.
