在经济全球化的今天,以市场扩张为基础的经济活动对投资促进提出了更高的要求。从长远来看,投资促进也算得上是一个新行业,在80年代到90年代,随着全球经济的不断开放,随着外商直接投资在世界各地的显著增长,投资促进业迅速崛起。联合国贸易与发展委员会的一项调查表明,在1999年的投资促进机构中,有70%都是在前十年的时间里建立起来的。世界银行下属外国投资咨询服务局在1999年发布了一个工作报告,分析了58个国家的投资促进机构,研究它们是否有效地影响投资者决策。报告者认为,投资促进活动可以增加跨国外商直接投资流,其影响力仅次于一国的投资环境和市场规模。
In today’s economic globalization, economic expansion based on market expansion places higher demands on investment promotion. In the long run, investment promotion can be regarded as a new industry. In the 1980s and 1990s, with the continuous opening up of the global economy and the remarkable growth of foreign direct investment in various parts of the world, the investment promotion industry has rapidly risen. A survey by the United Nations Commission on Trade and Development shows that 70% of the investment promotion agencies in 1999 were built during the first decade. In 1999, the World Bank-affiliated Foreign Investment Advisory Service released a working paper analyzing investment promotion agencies in 58 countries to see if they effectively affected investor decisions. According to the report, investment promotion activities can increase the flow of foreign direct investment (FDI) flows, second only to the investment environment and market size of a country.
