随着多种所有制经济成份的共同发展和企业改革、改制步伐的加快,工会工作属地化管理正成为一种新的工会工作模式。一、工会属地化管理的内涵所谓工会属地化管理,是指在工会工作模式上,打破传统的以“条”为主、“条”、“块”结合的模式;实行以“块”为主、“条”、“块”结合的模式。
