2016年9月二十国集团(G20)领导人峰会在中国杭州举行,形成了一系列重要成果,达成了许多重要共识,共同制定了《G20全球贸易增长战略》和全球首个多边投资规则框架《G20全球投资指导原则》,一致通过了《G20创新增长蓝图》,并且第一次就落实联合国2030年可持续发展议程制定行动计划,同意推动《巴黎协定》尽早生效,发起《G20支持非洲和最不发达国家工业化倡议》和《全球基础设施互联互通联盟倡议》。G20领导人决心合力支持G20继续聚焦世界经济面临的最突出、最重要、最紧迫的挑战,加强政策协调,完善机制建设,扎实落实成果,引领世界经济实现强劲、可持续、平衡、包容增长。G20杭州峰会的成果能够为全球经济发展、政策协调、法治机制完善带来哪些变化?上述成果的内涵是什么?当前全球主要经济体面临的问题与挑战究竟在哪里?对于这些问题的探讨必将加深对国际贸易、国际经济法学科的重大问题的积极理解。带着对这些问题的疑问,本刊编辑部特别有幸借助上海对外经贸大学举办的“服务业开放与服务贸易发展”学术研讨会邀请到邢厚媛、刘志彪、盛斌、唐宜红、申明浩和蔡宏波等几位在国际经贸领域享有广泛影响力和深厚学术造诣的专家、学者解答有关G20峰会成果的十个问题,以飨读者。
September 2016 The summit of the leaders of the Group of Twenty (G20) leaders in Hangzhou, China formed a series of important achievements and reached many important consensuses jointly formulated the “G20 Strategy for Global Trade Growth” and the world’s first framework for multilateral investment rules The G20 Guidelines on Global Investment unanimously adopted the G20 Innovation Blueprint and for the first time set forth a plan of action for the UN 2030 Agenda for Sustainable Development. It agreed to promote the early entry into force of the Paris Agreement and launch the G20 in Africa and Least Developed Countries Industrialization Initiative “and” Global Infrastructure Connectivity Initiative “. The G20 leaders are determined to work together to support the G20 to continue to focus on the most prominent, most important and urgent challenges facing the world economy, strengthen policy coordination, improve the mechanism building and earnestly implement the achievements so as to lead the world economy to a strong, sustainable, balanced and inclusive growth. What will the achievements of the G20 Hangzhou Summit bring to the improvement of the global economic development, policy coordination and the rule of law? What are the implications of the above achievements? Where are the problems and challenges currently facing the world’s major economies?
