塔里木石油勘探开发指挥部隶属中国石油天然气总公司,是总公司的派出机构,负责组织、管理在新疆库尔勒开展的石油勘探开发工作。从1989年开始的塔里木石油会战,采用以项目管理和甲乙方合同制为主体的新型管理体制,会战指挥部实施以勘探开发决策、投资决策和生产指挥运作为核心的甲方职能;各项专业施工、辅助生产和后勤服务工作,主要通过招标,从全国石油企事业单位和社会上选择乙方队伍承担,甲乙双方实行社会主义的经济合同制和招标作业制。这种富有改革特色的新型的企业管理体制,从一开始就体现了全新的企业文化追求。6年来,石油会战在高速度、高水平地发掘地下油气资源的同时,也高品位、高格调地营造了具有90年代新的石油会战特色的石油企业文化。会战指挥部紧紧围绕寻找大油田和发展新体制的中心工作,在探索、创建适应会战特点的企业文化中,积累了一定的经验。
