本文分析认为城市高房价基于三个深层经济因素:1、现有的住宅小区式开发和管理部分弥补了城镇公共产品供给的不足;2、产权界定不清;3、交易成本高昂,导致房地产“企业”的价值上升。解决高房价的建议:加强公共财政建设;明确地界定城镇土地产权,确认集体土地所有者和实际占有者的土地市场主体地位;简化相关政府审批手续,依法行政,减少房地产行业的交易成本。
The analysis of this paper argues that the high housing prices in cities are based on three deep-seated economic factors: 1. The existing development and management of residential quarters make up for the inadequate supply of urban public goods; 2. The definition of property rights is unclear; 3. The high transaction costs lead to real estate The value of “business” goes up. To solve the problem of high housing prices, it is necessary to strengthen the construction of public finance, clearly define the property rights of urban land, confirm the position of the land market as the owner and actual owner of collective land, and simplify the examination and approval procedures of relevant government and administer according to law so as to reduce transaction costs in the real estate industry.
