有资料载:以“澹泊明志,夙夜在公”为座右铭的蔡锷,辛亥革命后被推举为云南军政府都督。为了制止铺张宴客之风,他明确规定:“非星期日不宴客,一餐之费不过5元。”一次,某局长在星期天以外宴客,并请蔡将军赴宴。蔡锷看到请帖,提笔写下:“违背功令,罚薪半月。”从此,再没人胆敢违规逾矩。后来,蔡锷还专门召开全省高级军政官员会议,倡议大家降薪以减轻百姓负担。他自己带头执行,月薪先由600元减为120元,又由120元减为60元,与一个营长相若。这在全国各省的都督中属于最低收入,朝野人士无不叹服。
