国家行政机关公文处理办法明确规定:草拟、修改和签批公文,用笔用墨必须符合存档要求,即必须用毛笔或钢笔书写,并要求使用墨汁、蓝黑墨水及碳素墨水。目前,机关文书档案立卷归档中仍然存在大量不规范用笔的现象,影响档案的完整与安全,缩短永久、长期保存档案的寿命。不规范用笔现象主要包括圆珠笔、彩笔和铅笔的使用,其中以圆珠笔使用最为普遍。
Official documents handled by the State Administration clearly stipulate that drafting, revising and approving official documents must comply with the filing requirements, ie they must be written with a brush or a pen, and require the use of ink, blue and black ink and carbon ink. At present, there are still a large number of non-standard pen records in archives of government documents, affecting the integrity and safety of archives and shortening the life span of permanent and long-term preservation of archives. Non-standard use of pen mainly include the use of ballpoint pens, crayons and pencils, of which ball pens are most commonly used.
