In order to speed up modernization, Saudi Arabia vigorously develops its contracted labor services. Since the 1970s, it has formulated a series of regulations (implementing the “Labor Law” as early as 1969 to strengthen the protection of its employees and restrictions on expatriates). In 1977, the Royal Decree Law No. 14 promulgated the “Bid Law” to bring contracted projects into the legal orbit. In order to attract foreign investment, a new “Investment Law” was promulgated in 1979.
