煤矿水害是与瓦斯、火灾等并列的矿山建设和生产的主要灾害之一。多年来,在国家科技政策的引导下,许多科技工作者进行了科研攻关,在矿山水害防治技术和水害预测理论方面取得了显著成绩,我国的煤矿防治水技术和经验处于世界领先水平。针对我国煤矿水文地质复杂和煤矿水害事故频发的实际情况,结合多年煤矿防治水方面的成功经验,业界提出了煤矿水害防治“预测预报,有疑必探,先探后掘,先治后采”的十六字原则和“防、堵、疏、排、截”五项综合治理措施。
