去年下半年以来,一些地区出现了房地产开发投资速度增长过快,开发规模过大,开发投资结构不合理、土地供应总量失衡、市场行为不规范,炒买炒卖房地产现象严重等问题。尤其是表现在作为市场核心的房地产价格方面,商品房价格涨幅加大,低价批租土地,高价炒买炒卖土地,造成房地产价格不合理的过快上涨,影响并冲击了住房制度改革和土地使用制度改革的顺利推进,助长了房地产投机行为,造成国家应得的收益大量流失。针对上述情况,国家采取了若干宏观调控措施,以整顿金融秩序,实施信贷控制为突破口,综合调整开发投资结构,全面检查开发经营机构以及加强房地产价格管理等配套措
