各行政公署,各市、县人民政府,省政府各直属单位:为吸引优势产业、优质资产和优秀人才向我省上市公司和拟上市公司流动,提高上市公司质量,加快拟上市公司上市步伐,推动我省产业结构调整和经济发展,特提出如下意见。一、调整国有控股上市公司的股权结构和资本结构,逐步实现国有控股上市公司投资主体多元化(一)对于关系国计民生和国家安全的国有控股上市公司,国有股权超过50%的,在保持绝对控股的前提下,可适当减持国有股份;对于能够发挥我省比较优势、经营业绩较好的国有控股上市公司,在保持相对控股的前提下,可有步骤地减持国有股份;对于经营业绩一般、主营业务属一般竞争性领域的国有控股上市公司,国有股要逐步退出控股地位。(二)对于国有股比例高、经济效益好、发展前景
