2013年4月20日四川省芦山7.0级地震,宝兴县城距离震中仅15km,县城的烈度为Ⅶ度,致使县城周边诱发大量地质灾害,严重威胁县城的安全。以冷木沟泥石流为例,根据泥石流的形成条件、诱发因素、启动机理、运动特点和发展趋势,采用降雨量、地声、泥水位、断线、视频、防灾报警仪和信息化管理系统等多种手段,通过在形成区和流通区部署4套视频、3套自动雨量计、2套泥水位、2套地声和1套防灾警报仪,实现地表与地下、野外与室内、自动化与人工、数据与视频、硬件与软件、直接与间接等多种监测手段相结合,建立冷木沟泥石流灾害监测预警系统,以达到全方位、多层次、全天候的监测目的。
