晚清时期 ,由于清政府坚持聘请有真实本领人才的指导思想 ,决定了外聘人才来源的广泛性 ,但重点是从拥有明显技术优势的英、法、德、丹麦、日本等国引进。外聘人才分布在中国新式事业各领域 ,主要是军事和教育领域 ,不同国籍的人才分布又各有侧重 ,分布地域上也很广 ,只是分布极不均衡 ,大多集中在沿海地区和内地的武汉 ,从一个侧面反映出中国近代化事业推进程度在不同领域、不同地区上的差异
