在全球治理实践中,社会公共安全面临着信息失真、研判失准、前馈失效、沟通失态、预警失误、应急失控、结果失望等多种风险,易造成识别难、决策难、整改难、共识难、响应难、处置难、满意难等多重困境。社会公共安全的风险源头多元化、风险机理复杂化、风险责任模糊化,综合造成了防控的困境。鉴于此,结合全球治理的经验,针对社会公共安全的风险源、风险承受力、风险所有权、风险运营、风险环境,提出风险防控的对策建议。 In the practice of global governance, public safety faces many risks such as information distortion, trial and error, failure of feedforward, communication failure, early warning error, emergency out of control and disappointment of results, which can easily lead to difficulties in identification, difficulty in decision-making and difficulty in rectification Difficult, difficult to respond, difficult to handle, difficult to satisfy multiple challenges. The diversification of sources of social public safety risk, the complexity of the risk mechanism, and the blurring of the risk responsibility have resulted in the plight of prevention and control. In view of this, combined with the experience of global governance, we put forward countermeasures and suggestions on prevention and control of risks based on the risk sources, risk tolerance, risk ownership, risk management and risk environment of public safety.
