A survey conducted by the Michigan University Research Center in April 1979 showed that most Americans speak only English and can not speak other languages, but half of them want to speak a foreign language. The survey also reported that three in four Americans believe that foreign languages should be taught in primary schools, although 70% of these people do not have the opportunity to learn a foreign language in school. In order to identify the attitude and experience of Americans in foreign language learning, the Michigan Research Center selected 962 respondents nationwide to hold telephone polls. The study was ordered by the President’s Foreign Languages and International Research Council, consisting of the U.S. Department of Education, Ford Motor Co.
