面对航天产业日新月异的发展,产品外包已经成为优化资源配置、提高核心竞争力的有效方式。但近年来航天外包产品质量问题居高不下,成了瓶颈问题。对此,本所在标准层面、策略层面和操作层面探索了航天创新型产品外包全局策划、风险控制和进度控制三个方面的控制方法,并结合载人航天空间交会对接工程等相关创新型外包产品的研制开展工程实践活动,获得了圆满成功,从而验证了以上方法在航天创新型产品外包管理控制上具有一定的普适性和推广价值。
Faced with the rapid development of the aerospace industry, product outsourcing has become an effective way to optimize the allocation of resources and enhance core competitiveness. However, the high quality of outsourced products in aerospace industry has become a bottleneck in recent years. To this end, we have explored the control methods of the three aspects of global planning, risk control and schedule control of innovative aerospace products outsourcing at the standard, strategic and operational levels. Combined with the innovative outsourcing products such as the docking project of manned space project, Of the project to carry out engineering practice activities, was a success, thus verifying the above methods in aerospace innovative product outsourcing management control has a certain degree of universality and promotion of value.
