2011年1月1日开始实施的Paris MOU港口国检查新机制(NIR),根据2009/16/EC法令规定了三种检查方式:初次检查、更详细检查和扩大检查。初次检查最少包括检查船上的证书和文件(列于法令的附录IV)是否符合各项法律法规的要求,确认上次检查遗留下的缺陷已经纠正,对船舶的整体情况(船上的卫生、机舱和生活区)感到满意。当经过初次检查后有明确证据表明船舶状况、设备和船员有明显不符合公约要求时,将对船舶进行包括实操在内的进一步的检查。扩大检查是上述三种检查中范围最大、内容最多的一种,也可以说是最容易产生滞留的检查。
The Paris MOU Port State Inspection New Mechanism (NIR), effective January 1, 2011, provides for three inspections under the 2009/16 / EC Act: initial inspections, more detailed inspections and more inspections. The initial inspection at a minimum includes checking whether the certificates and documents on board (listed in Appendix IV to the ordinance) meet the requirements of various laws and regulations, confirming that the defects left over from the previous inspection have been rectified, and that the overall condition of the ship (onboard hygiene, Living area) satisfied. When there is clear evidence after the initial inspection that the condition of the ship, equipment and crew obviously do not meet the requirements of the Convention, the ship will undergo further inspections, including practical operation. Expand the inspection is the largest of the three kinds of inspection, the content of the most kind, it can be said that the most likely to have stranded inspection.
