城市防洪标准和防洪体系的制定，是一项涉及面很广的综合性系统工程，它与城市总体规划、市政建设以及江河流域防洪规划等均有联系。我国城市防洪标准的表达方式一般用洪水的重视期或发生的频串来表示。城市防洪标准分级采用“计算标准”一个级别。城市的防洪体系是由各种防洪工程措施和非工程防洪措施而构成。不同类型城市和不同洪灾成因，防洪措施和防洪体系是不同的。本文还就确定城市防洪标准、制定城市防洪体系的基本概念与内容及确定城市防洪标准应注意的几个问题进行了探讨。
The establishment of urban flood control standards and flood control system is a comprehensive and systematic project involving a wide range of aspects. It is linked with overall urban planning, municipal construction and flood control planning of rivers and valleys. The expression of urban flood control standards in our country is usually expressed by the frequency of occurrence or the emphasis of flood. Urban flood control standards using “calculation standard” a level. The city’s flood control system is composed of various flood control measures and non-engineering flood control measures. Different types of cities and different causes of floods, flood control measures and flood control system are different. This article also discusses several issues that should be paid attention to, such as defining the standard of city flood control, formulating the basic concept and content of urban flood control system and determining the urban flood control standard.
