当代中国各方面改革全面开启,改革进入深水区。十八大对行政体制改革再发力,要求按照建立中国特色行政体制的目标建设服务型政府,这与新公共管理理论的诸多理念不谋而合。政务秘书工作作为政府管理中的重要一环,一方面在行政体制改革中不断变革自身从而得到发展,另一方面其发展又会促进政府管理的变革,从而推动行政体制改革。由此可见,关于政务秘书工作的研究不论是对政务秘书工作本身还是对政府管理体制改革,都具有至关重要的意义。本文主要从新公共管理视角着眼,结合当代中国行政管理体制改革实践,分析目前政务秘书工作的现状及面临的挑战,并以新公共管理理论为借鉴,分别从制度建设、队伍建设、工作方法建设和管理方法建设等方面对当代政务秘书工作进行思考。
All aspects of contemporary China’s reform have been fully opened up and the reform has entered the Sham Shui Po area. The 18th National Congress of the Communist Party of China has re-energized the reform of the administrative system and demanded that a service-oriented government should be established in accordance with the objective of establishing an administrative system with Chinese characteristics. This coincided with many of the ideas of the new public management theory. Government secretary work as an important part of government management, on the one hand in the reform of the administrative system to constantly change itself to be developed, on the other hand, its development will promote the reform of government management, so as to promote the reform of the administrative system. Thus it can be seen that the study on the work of government secretary has the vital significance to the work of government secretary or to the reform of government management system. This article mainly from the perspective of new public management, combined with contemporary China’s reform of administrative management system, analysis of the status quo and challenges faced by the current secretary of government, and the new public management theory as a reference, respectively, from the system construction, team building, working methods and Management methods and other aspects of the work of contemporary government secretary thinking.
