本文围绕英国保守党领袖选拔制度演变展开,主要内容分为两部分:一是梳理保守党领袖选拔制度演变的历史。保守党最初以协商方式产生领袖,之后在党内外要求扩大参与的呼声推动下出台选举制,由议员投票产生领袖,其后又将投票群体扩展至党员,领袖选拔制度演变呈现出一种民主化的发展趋势。不过,与此同时,保守党也关注民主权利行使的质量及对政党整体发展目标的影响,采取各种措施对民主参与施加引导控制。二是从对保守党领袖选拔制度演变的梳理中进行总结并获得启示。保守党领袖选拔制的演变始终伴随着党内争论,领袖选拔事关重大,如何科学设计选拔制度关系政党前途,此部分拟从保守党做法的演变中尝试总结一些经验教训。
This article focuses on the evolvement of British Tory leaders’ selection system. The main content is divided into two parts: First, it is to sort out the history of the evolution of the Tory leaders selection system. The Tories initially produced leaders through consultation and then introduced the election system under the call of expanding their participation within and outside the party.
