This is the last conference of this century and it is therefore necessary to recall what IMO achieved, not only in the past two years but also in the half-century since its inception. Moreover, this is also an opportunity for us to ponder the future problems facing the maritime community and outline the policies that will guide the IMO into the next century. In the past few decades, there has been an improvement in maritime safety, with a marked reduction in marine environmental pollution caused by shipping activities. So it is safe to say that the IMO is achieving its main goal of existence. This is achieved through an effort to uphold the notion that IMO should focus its work on technical and operational issues without deviating from its objectives.
