The establishment of the higher dual system curriculum model is the first important development stage of the exploration of the integration of the vocational education in higher education in Germany. It has been more than 40 years since the “Stuttgart Model” The curriculum model offered by education has evolved from the initial curriculum model to an independent university model. From the perspective of neo-institutionalism theory, this paper concludes and analyzes the process of historical development that conforming to the collective expectations of the public and obtaining sufficient social legitimacy are the core conclusions of the sustainable development of education organizations. In the context of our country’s efforts to develop applied colleges and universities, starting from the new institutionalism theory, we should consider how the government, enterprises, schools and individuals should assume their own roles and responsibilities by learning from the new exploration of the integration of the vocational education in Germany’s higher education.
