How to allocate limited backbone bandwidth reasonably and effectively to solve network congestion has always been a concern of network designers and managers in the interconnection of enterprise wide area networks. In particular, the national financial system has become more prominent when it comes to accommodating large data concentrations and upgrading the Internet to meet the needs of various banking industries.
