为了缓解老百姓的“看病难”问题,从1997年起国家共实施了20多次药品降价措施,但是实施后的效果并不明显。其中最主要的问题是消费者与制药商之间的信息不对称,整个医药供应链过于复杂,医药流通环节过多,药品在流通过程中价格发生了成倍的增长。信息技术的应用,尤其是电子商务的发展将一定程度缩减医药流通成本,提高医药供应链的产出效率。基于此原因,本文提出依托电子商务平台建立以消费者为核心的C2B模型,让医药行业从新回归到服务本质中来,彻底解决药品价格虚高的问题。
In order to ease people’s “difficult to see a doctor ” problem, from 1997 onwards the state implemented a total of more than 20 drugs price cuts, but after the implementation of the effect is not obvious. The most important issue is the asymmetric information between consumers and drug makers. The entire pharmaceutical supply chain is too complicated. There are too many links in the circulation of medicines. The prices of medicines have doubled in circulation. The application of information technology, especially the development of e-commerce, will reduce the circulation cost of medicine to a certain extent and improve the output efficiency of the pharmaceutical supply chain. For this reason, this paper proposes to set up a consumer-centric C2B model based on e-commerce platform so as to allow the pharmaceutical industry to return to service essence and completely solve the problem of the high price of medicines.
