在战略机遇期的前半程,中拉经贸合作发展迅速,拉美成为新世纪以来中国出口和对外投资增长最快的市场,由于其增长潜力和吸收中国优势产品的容量,拉美地区仍将是中国未来重点关注的区域。但是,综合评估显示,拉美市场整体已处于临界“饱和”状态,市场的绝对优势下降,且地区多样化的特征较为突出,各部门间“贸易过度”和“贸易不足”的现象同时存在,国家间则形成了亲投资型、亲出口型、投资主导型和出口主导型的不同倾向性分类。为此,在战略机遇的后半程中,拉美市场仍是中国对外经贸合作的重点市场之一,但是合作的方向和方式应作出适时调整:中国在保持拉美地区市场份额的同时,逐步扩大投资;有针对性地克服拉美市场投资环境的不利因素;逐步实现对拉美出口和投资的结构性调整;针对拉美各国实施多样性和个性化的经贸合作方式。
During the first half of the strategic period, China-Latin America economic and trade cooperation has developed rapidly. However, the direction and mode of cooperation should be adjusted in due course: while China keeps its market share in Latin America, it gradually expands its investment ; Targeted to overcome the unfavorable factors of the investment environment in the Latin American market; and gradually realize the structural adjustment of the export and investment in Latin America; and for the implementation of a diversified and individualized mode of economic and trade cooperation among Latin American countries.
