应急资源调配是应急决策和应急响应的重要内容。为解决多个事故的同时存在时应急救援中资源调配问题,设计了一种改进的基于偏好序的效用函数,用以刻画各事故得到救援的及时性和有效性。将多事故资源调配问题描述为完全信息非合作博弈过程,利用G am b it软件,求解该博弈过程的N ash均衡,得到资源分配方案。综合了考虑事故严重程度、响应时间、救援可靠性等多个优化目标和影响因素。结果表明:该方法能合理有效地解决多事故点的应急资源调配问题,为应急辅助决策提供必要的支持。
Emergency resource allocation is an important part of emergency decision-making and emergency response. In order to solve the problem of resource allocation in emergency rescue when there are multiple accidents, an improved preference function based on preference order is designed to depict the timeliness and effectiveness of the rescue. The multi-accident resource allocation problem is described as a complete information non-cooperative game process, and Gam bit software is used to solve Nash equilibrium of the game process to obtain a resource allocation plan. Comprehensive consideration of the severity of the accident, response time, rescue reliability and many other optimization objectives and influencing factors. The results show that this method can reasonably and effectively solve the emergency resource allocation problem at multiple accidents and provide the necessary support for emergency assistance decision.
