油田开发设计是油田管理的重要环节，它贯穿于油田开发的整个生命过程之中。油田开发设计可分为早期概念设计、总体方案设计和中后期调整方案设计三个阶段。由于在不同开发阶段人们对地下情况的认识程度不同，因此，不同阶段有不同的要求。本文结合我国多年来油田开发的实践及国内外技术发展动向，系统论述了不同开发阶段中开发设计的目标、要求、评价过程、评价方法以及所应获取的资料等，并从系统工程的观点指出，在油田开发设计中将各有关学科组成一个矩阵式的整体，相互渗透、相互协作，对搞好油田开发设计是至关重要的。
Oilfield development and design is an important part of oilfield management, which runs through the whole process of oilfield development. Oilfield development and design can be divided into early conceptual design, the overall program design and mid-to-late adjustment program design three stages. Due to different levels of awareness of underground conditions at different stages of development, there are different requirements at different stages. Based on the practice of oilfield development in our country for many years and the trend of technology development both at home and abroad, this paper systematically expounds the target, requirement, evaluation process, evaluation method and the information that should be obtained in different stages of development, and then points out the viewpoint of system engineering In the oil field development and design of the relevant disciplines to form a matrix of the whole, mutual infiltration, mutual cooperation, to improve oilfield development and design is essential.
