《服务贸易总协定》在世界范围第一次对国际服务贸易进行了法律约束，使国际服务贸易从此有了共同遵循的准则。然而，由于对服务贸易认识的粗浅，国际管理和协调经验的有限，该协定所追寻的贸易自由化目标与他现阶段的成果之间存在着较大的差距，反映出《服务贸易总协定》还有许多缺陷。
For the first time in the world, the “General Agreement on Trade in Services” has imposed legal restrictions on international trade in services, which has led the international trade in services to follow a common principle.
