根据国务院关于推进城镇居民基本医疗保险改革的决定精神,去年末今年初,许多大中城市陆续推出了改革方案,为建立适应新形势下的新型医疗保障体系作着认真的探索,上海、南京、深圳、厦门、西安等己先行一步。今年4月1日,北京市也开始正式实施《北京市基本医疗保险制度规定》,由于首都北京的特殊性和示范性,医改方案的实施更是引起了多方关注,特别是其《规定》详尽扎实,对全国医改具有重要的指向性与参照价值。为此,关于医改如何进行,新旧体制如何过渡,新方案对老百姓是喜是忧等一系列疑问,既是大众媒体关注的话题,更牵涉到广大老百姓的切身利益。中央电视台《生活》栏目还从今年4月9日开始推出专栏,与国家劳动与社会保障部门合作,制作了“医改,你必须知道的30个话题”的知识节目,方方面面介绍了老百姓需要知晓也是最关心的一些问题。本刊也在综合各方面资料的基础上,对老百姓可能产生疑问的一些话题加以梳理,作为本期专题推出。希望这能打开老百姓们的心结,也希望广大读者能从新世纪第一年这项最主要的改革中受惠。
