落实党风廉政建设责任制必须与加强干部管理监督相结合，充分发挥责任制的约束作用，必须与营造大预防体系结合起来，增强责任制的预防功能。落实党风廉政建设责任制要建立超前防范机制，实施源头治理腐败工程，要注意发挥党政齐抓共管的“合力”，要把好质量关，强化监督，突出实际效果。
To implement the responsibility system for the building of party conduct and an honest and clean government must be combined with the strengthening of cadre management and supervision and give full play to the binding role of the responsibility system. It must be combined with the establishment of a large prevention system to enhance the prevention function of the responsibility system.
