原产地规则的产生起源于国际贸易领域对国别贸易统计的需要。但随着经济全球化和贸易一体化的发展,原产地规则的应用范围随之扩展。许多国家分别制订了复杂、苛刻的原产地规则,将其作为一种“灰色”的政策工具灵活运用．使其蒙上了浓重的贸易保护主义色彩。本文通过对WTO规则中《原产地规则协议》的解读,从多角度、多层面分析原产地规则,并根据我国在这一领域受到的影响提出相应对策。 The origin rules originated from the needs of the country’s trade statistics in the field of international trade. However, with the development of economic globalization and trade integration, the scope of application of rules of origin has expanded. Many countries have elaborated complex and harsh rules of origin that are applied flexibly as a “gray” policy instrument. So that it cast a heavy trade protectionism. Based on the interpretation of the “rules of origin agreement” in the WTO rules, this article analyzes the rules of origin from many angles and levels and puts forward corresponding countermeasures according to the impact our country has in this area.
